With the latest version of the Spinrilla iOS app (3.5.1), your library is now synced to your account. Once you log into your account on your new device go to
Settings > Download Missing Songs > Ok > My Library > Downloads
From there, you will see your library being dowloaded to your new device.
If there are songs that are not re-downloading, those songs have likely been removed from Spinrilla, and you will not be able to re-download those songs.
